Soccer is a program of Pima County Junior Soccer League, a division of
the Arizona Youth Soccer Association.
All players must be a member of Pima County Junior Soccer League or another
Arizona Youth Soccer Association affiliate.
AYSO teams/players must also provide written permission from their regional
commissioner and have a valid players card.
Any sanctions placed upon any player or coach during these games will
be honored by all USSF soccer entities.
Just like kindergarten: say please and thank you; be kind to other children;
clean up after yourself and talk nicely to other people.
Pima County Junior Soccer League (PCJSL) Summer Soccer is intended to
be a fun, healthy family oriented program promoting soccer as a year around
sport. You are expected to conduct yourselves and your side lines in a
professional manner. If you force us to ask you to get you or your side
line in order, you will have only one chance to do so before the match
is canceled. Please inform your spectators. This rule applies to everyone
and is intended to return the match to the players.
Absolutely no smoking, cursing, or alcoholic products are allowed at or
near the fields during PCJSL Summer Soccer. Smoking is allowed in the
parking area only. If you or your sideline/ fans are smoking, cursing,
or drinking the game may be stopped until the situation is corrected.
You are expected to clean all drink containers, snack wrappers, athletic
tape etc., from your sideline after each match.
Rules in General:
PCJSL Summer Soccer reserves the right to limit registration and refuse
any applications, teams or players. This decision may be based upon but
not limited to past team sideline and player conduct.
No Dissent:
Referee interpretations are final.. However the referee may allow your
captain's brief questions at match stoppages to explain an interpretation
of the law. A coach or a manager may not walk onto the field, nor talk
to the referee during a match unless the referee has asked them to do
so. The referee may discuss the match with the manager after the match,
however, only if time permits.

It does not matter to whom.
This is a family event and PCJSL will not accept anything less than family
oriented conversation. Any violations will result in an automatic red
card.
D & R at the field The referee is the only person on the D&R Committee
for questions at the field and for determination of sanctions to be levied
Automatic Sanctions are as follows:
Double Yellow: one week or one game suspension - whichever is greater.
Player card to be held.
Red card:(except for fighting) Automatic two weeks or two game suspension,
whichever is greater. Player card to be held. Fighting: Suspends all participants
for the balance of the season, or 6 weeks whichever is greater (Regardless
of who started fight)
Penalties and suspensions are accumulative. E.G. If a player is issued
a double yellow and swears as he/she is ejected he/she will be suspended
for three games.
Fighting by two or more members of either team suspends the entire team
for the balance of the PCJSL Summer Soccer season or 6 weeks, whichever
is greater. (Regardless of who started fight)
PCJSL Summer Soccer is concerned about the increasing amount of violence
in soccer today. If your team has a red card incident more than one time
during a session, your team may be sanctioned.
The Match:
The match is played similarly to regular soccer with the following exceptions:
Under 8 through Under 19 play 7 V 7 and must field 5 to play.
Once the game begins the match is in the total control of the referee.
All infractions other than the number of players are judged solely by
the referee. In the opinion of PCJSL Summer Soccer, (If the referee does
not call it ... ... it did not happen)
The only way the goalie can put the ball back into play after touching
it with his/her hands is by rolling or throwing the ball out.
The ball must be kicked by another player before the goalie can kick it
with their foot.
No drop kicks or punts are allowed by the goalie.
On all kicks the defender must allow appropriate distance as indicated
by the referee to enable the ball to be put back into play.
No goal kicks can land past the half way line. (Infractions result in
an indirect free kick at the half way line nearest to where the offense
occurred.
Goal kicks are to be taken any where on the goal line. The kick must clear
the box before it is played by any other player.
Penalty kicks are taken from half way as a shoot out. All players except
the goalie must remain at the half way line until the shot has been taken..
The goalie can come off the line when the ball has moved forward. Player
has 10 seconds to shoot the ball.. The shooter must move toward the opponent's
goal Play is live after the shot.
Substitutions can be made at any time the play would not be affected.
You do not need the referee’s permission, but the player who is being
called off MUST BE ALL THE WAY OFF OF THE FIELD before the new player
comes on. Players entering and leaving the field must do so at halfway.
If the referee feels that the substitution was not done legally, The referee
may caution the players involved as well as the coach by showing them
the yellow card.
Please keep your spectators, and equipment well off the touch line to
enable play to continue.
The ball is considered out of play when the whole of the ball has passed
over the touch line or goal line.
Please instruct players that this rule change is in affect as of 1997.
Offside is judged by the referee and only if the receiving player is below
the last line and is judged by the referee to be causing an influence
over the match or play.
Competitive Balance Rule:
U-8 to U-14 When a team is 3 goals behind their opponent, they are allowed
to add a player, and after each goal thereafter until they have fielded
9. If they can field no additional players the team who is ahead must
remove one player until they have fielded 5. U-15 to U-19 When a team
is 3 goals behind their opponent, the team who is ahead must remove one
player after each goal thereafter until they have fielded 5.
In the interest of sportsmanship and honor PCJSL Summer Soccer requests
that teams avoid heavy scoring in the event of an opponent mismatch. PCJSL
Summer Soccer hopes that the scores exemplify the spirit of the game and
ask that your team allow lesser skilled teams the opportunity to enjoy
every game. At the referee’s discretion, examples of unsportsmanlike conduct
are cautionable with a yellow card.
No pass, no play, no exceptions. The referee will check for player cards
and player equipment for both teams on the pitch prior to the beginning
of the match.
Official time starts when the referee blows his whistle.
Loan players: are encouraged and freely allowed although no player can
participate in more than two matches in one evening. AYSO players may not loan onto AYSA teams and vice versa.
Summer Soccer matches
are intended to be "friendly" matches PCJSL Summer Soccer encourages coaches
to allow loan players but only to supplement their team, allowing their
permanent team members the maximum opportunity to play. Teams who consistently
abuse this freedom will be flighted accordingly.
Sorry, No Refunds: PCJSL Summer Soccer cannot accept responsibility for
the weather. We attempt to schedule your teams for 5 matches a session
however we are unable to provide field space for make up games.
Should your team not be able to field five players:
1) And you know in advance, you must contact us via e-mail or phone message
at least one week prior to your game so we can schedule another team to
take your place for that game, if you can’t do this then show up at the
field with what you have or risk a D & R hearing
2) At game time, Find legal players just hanging around or borrow some
from the other team, but play the game.
